“Anti-static” is not a complete specification. A professional review connects the floor finish, panel, pedestal system, grounding path, test method and operating environment.
Four questions behind an anti-static claim

What to look for in the test evidence
- Sample identification: panel construction, finish, thickness and support arrangement.
- Test method and instrument information.
- Environmental conditions, conditioning time and contact arrangement.
- Measurement locations and number of readings.
- Result range, not only a single selected value.
- Laboratory, report number and date.
- Any limits or exclusions that prevent the result from being applied to the project.
Do not transfer a result from one finish to another without confirmation. HPL, PVC, carpet and bare-board options can have different electrical behaviour, and the grounding detail can change the system outcome.
Installation is part of ESD performance
ESD control cannot be separated from installation. Confirm the substrate, pedestal layout, conductive or grounding components, joint details, cleaning method and testing responsibility. Document deviations before handover.
For server rooms and data centers, coordinate ESD with cabinet layout, cable access, airflow panels and maintenance work. A technically suitable floor can still underperform if the grounding path is incomplete or if the operating team does not follow the maintenance procedure.
How to write a usable requirement
Instead of writing only “anti-static raised floor”, include the project standard, required resistance properties, test method, finish, panel construction, grounding arrangement and acceptance process. If the exact limit is not yet approved, label the requirement as open rather than inventing a value.
